Description Program Analyst Senior (LRCLEO-19-0790-F):

Bowhead is seeking a Program Analyst in support of the CECOM Industrial Base (IB) Office in Aberdeen, MD. The Program analyst will provide support for Command operations in the areas of Industrial Base Management, Asset Management and Obsolescence.

The Program Analyst will coordinate with Army Materiel Command (AMC) and Department of the Army (DA) on IB activities, workshops, and current/future year strategic planning. And will ensure that the organization's IB strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.

The goal for this effort is to improve CECOM’s understanding of material availability and provide CECOM with courses of action for DMSMS, End-of-Life, long lead time, and obsolescence remediation while maintaining counterfeit avoidance protocols.

Responsibilities include but are not limited to:

• Performing Asset Management and Risk Assessments
• Compiling data for reporting purposes
• Initiating and resolving reporting discrepancies
• Summarizing significant activities for management reports
• Using received reports, will update internal databases
• Updating, maintaining, and creating spreadsheets as needed

Requirements SECURITY CLEARANCE REQUIRED: Must have an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.

• A Bachelor’s Degree in Business or Accounting or four (4) additional years of related experience is required.
• At least twelve (12) years’ experience managing government technical acquisition programs is required.
• Candidate must possess knowledge of the Logistics Modernization Program (LMP) and requirements determination.
• Requirements determination for secondary items includes knowledge of material requirements planning (MRP), demand planning and fundamental supply knowledge.
• Advanced Microsoft product knowledge to include PowerPoint (chart development), Excel (pivot tables, complex formulas, and reports), Word (Weekly Activity Reports, White Papers, etc).
• Ability to perform analysis of complex data and provide technical reports.
• Any knowledge of the Army Working Capital Fund is a plus.
