Description LOGISTICS OPERATIONS/ANALYST MANAGER (USARCENT-19-1710-W):

Bowhead seeks a Logistics Operations/Analyst Manager to join our team in support of the USARCENT mission. The Logistics Operations/Analyst Manager will assist in the development and implementation of local and theater policies and procedures concerning Class II and Class IV distribution operations, establish and monitor theater priorities and maintain continuous liaison with other staff directorates, contractors, and commands within the AOR.

Essential functions will include:

• Maintaining uninterrupted operations of material flow of all Class I thru X at the Defense Reutilization, and Marketing Office (DRMO). Providing oversight of materials being packed and shipped by subordinate units to ensure proper procedures are being met. Properly fill out DD Form 1348-1A (Issue and Release Receipt Document) and sign for designated items for coalition countries. Coordinating Transportation Movement Report (TMR) with 462nd Transportation Battalion or any Transportation Battalion that may be the current TMR liaison. Ensure DD Form 1149 (Requisition and Invoice/ Shipping Document) is properly prepared to ensure containers will be moved from the DRMO to the Central Receiving Supply Point (CRSP) yard.
• Responding to customer requirements for standard, non-standard and irregularly produced data output and analysis, such as, but not limited to: Standard Army Retail Supply System (SARSS) Performance Metrics, Authorized Stockage List (ASL) Management, Receipt Operations, Requisition Processing, Demand Accommodation and Satisfaction, Critical Item Stock Status across the theater, ASL Stock Status and Critical ASL Stock Status for key SSAs, Available Balance File dump for all Operation Enduring Freedom SSAs and MRO and Summarized Statistics on key SSAs. (Any equipment loaned to Coalition Forces will be tracked in system under Sponsor Units durative DODDAC/ and UIC will track maintenance costs through Task Force Razorback).
• Producing regular Workload Statistics that report the status of all Management Review File (MRF) and all suspense Files.
• Producing and disseminating Excess Management Metrics Report Detailed Customer Wait Time (CWT)/Requisition Wait Time (RWT) Metrics for Intra- Theater Referrals.
• Designing and executing queries for internal and external customer data needs.
• Providing direct log analysis functions in order to identify supply support and transportation shortfalls affecting assigned Major Subordinate Commands (MSC)/Forward Distribution Points (FDPs) and is responsible in the development of automated management tools for internal and external customers.
• Providing assistance to military Department of Defense Activity Address Code (DODAAC) Managers at Camp Arifjan; solicit definitions of customers DODAAC requirements and load DODAAC’s on the Corps Theater Automation Support Center (CTASC) when the necessary actions have been taken by the installation DODAAC Coordinators and USARCENT.
• Coordinating actions to properly close DODAACs of units leaving theater with their associated documents in compliance with the command policy.
• Serving as a SME in logistics operations and contingency planning.
• Reviewing and developing plans, documents, and directives, focusing on logistics support.
• Reviewing and coordinating with USCENTCOM, USARCENT, Defense Logistics Agency (DLA), Army Material Command (AMC), and/or other organizations on logistics operations.
• Assisting in the development of logistical doctrine, Tactics, Techniques and Procedures (TTPs); and attending training meetings.
• Providing support on deliberate planning and crisis planning efforts, as well as representing the Supply Branch Officer in Charge (OIC) on the Military Decision Making Process (MDMP).
• Analyzing data and providing input into the daily Executive Summary.
• Conducting logistics research using the following websites: Army Electronic Product Support (AEPs), WEB Visual Information Processing System (WEBVLIPS), Logistics Information Warehouse (LIW), Department of the Army Integrated Processing System (DA ILAP), Federal Logistics Database (FEDLOG), Standard Army Retail Supply System-Objective (SARSS-O), Global Transportation Network (GTN), Radio Frequency In-Transit Visibility (RFITV), and United States Army Publishing Agency (USAPA) to perform trend analysis and present information in a power point presentation.
• Designing and executing queries for internal and external customer data needs and develop trend analyses that enhance Integrated Distribution Lanes to improve RWT and minimize double handling of materiel in theater.
• Analyzing proposed changes to logistics automation and material distribution policies and business processes to determine potential impacts on USARCENT.
• Developing assessment and analysis products including, but not limited to, reports and briefing presentations that clearly communicate findings and results.
• Developing, implementing, and managing data reporting processes and schemas for the efficient production, transfer, and collection of key readiness, operational, and environmental data.
• Providing executive level analysis and producing written documentation of logistics activities, processes, procedures, and policy.
• Converting complex logistical data into executive level pictorial briefings.
• Preparing standard products to include talking point, information briefs, information papers, briefings, memorandums, messages, and FRAGOs IAW USARCENT standards in order to provide recommendations and specific logistics information to executive level personnel.

Requirements • A Bachelor’s degree with documented coursework in systems analysis, industrial/systems engineering, operations research, or related field is required in addition to a minimum of two (2+) years of experience working in combined (i.e., multi-national) joint military and Government interagency organizations.
• Must have experience working on classified networks and interfacing with military staffs.
• Must be familiar with common qualitative and quantitative assessment tools and methodologies.
• Must be proficient in Microsoft programs to including the ability to create charts in Power Point and Excel
• Intermediate to advanced level skills in Microsoft Office Professional Suite - Word, Excel, Outlook, PowerPoint and Publisher
• Ability to communicate effectively with all levels of employees and outside contacts
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
