Description TEST ENGINEER – SENIOR (NAVEBS-18-0217-F):

Bowhead has an exciting opportunity for a Senior-level Software Test Engineer. We have a full time, fully funded, position for a mid to senior-level Software Test Engineer supporting a program located in Norfolk, VA. The person filling this position will have the following general duties:
• Directly support the government T&E lead and provide guidance to other T&E support contractors.
• Supporting the development and updating of the program’s Test and Evaluation Master Plan (TEMP) and Quality Assurance Surveillance Plans (QASP)
• Developing and executing use cases and test scripts for test and evaluation (T&E).
• Drafting, reviewing, and updating the program’s T&E Working Integrated Product Team (WIPT) Charter.
• Developing developmental and operational acceptance plans, development and coordination of all statutory and regulatory test reports and assessments.
• Provide consulting on overall policy and guidance in the areas of test planning, execution, planning and oversight as well as required test documents
• Assisting with the system test and evaluation requirements to ensure that these requirements are clear, unambiguous, and testable.
• Providing technical support to system testing and review test results and test reports --- verifying any fix actions taken to correct test failures.
• Providing technical support for T&E test reviews, test readiness reviews (TRR), and technical meetings.
• Performing in-depth analyses of system, subsystem, equipment and software deficiencies and provide recommendations for corrective actions.
• Assisting with development of government test reports.
• Reviewing vendor-prepared test reports to verify effectiveness and suitability.
• Assisting with development of technical risk assessments.
• Providing technical support to assist leaders in acquisition decision making – including evaluation of vendor test result, assessing technical and schedule risk based upon test results.
• Compile weekly activity reports for T&E team on progress toward established goals and issues encountered in achieving progress

Requirements The successful candidate will have all the REQUIRED qualifications. We are particularly looking for candidates who have all of the REQUIRED and, at least, some of the DESIRED qualifications.

• Current SECRET or higher clearance
• Bachelor’s degree in related field (an additional four years of specific experience may substitute for the degree)
• 5-8 years of experience providing systems engineering (SE) support in a DoD acquisition environment
• 4 years’ test and evaluation (T&E) support in a DoD acquisition environment
• MUST have experience performing T&E in a Defense Business Systems (DBS) environment with respect to cloud-based COTS systems.
• Experience with the development of TEMPs, test plans, technical risk assessments, and test reports
• Systems analysis experience needed to trace root causes of test failures and a track record of making viable, actionable recommendations
• Effective communicator, both verbally and in writing
• Proficient in the use of Microsoft Office applications
• Ability to work independently as a member of an integrated government-contractor team

• DAU certification in Test and Engineering (Level II or III)
• Experience supporting the Navy Acquisition Community in this type of role

SECURITY CLEARANCE REQUIRED: Must currently hold and be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
