Bowhead seeks a Management Analyst to support operational and technical support services for the Amphibious Vehicle Test Branch (AVTB) Headquarters and Technical Support Services (HQTSS) at Camp Pendleton, CA. AVTB is a Department of Defense (DoD) sponsored test facility that provides year-round Test and Evaluation (T&E) of amphibious vehicles, ground combat vehicles, systems, and equipment for the Marine Corps Systems Command (MCSC) and Program Executive Officer Land Systems (PEO LS).

The Management Analyst will provide administrative support to assist the Director of Operations, Operations Officer, and Test Director. They shall also provide the ATEP support services to assist the Government. During all process phases, the they shall update and proofread existing forms, templates, checklists, and flow diagrams authored by AVTB civil service employees.

Job duties will include but are not limited to:
• The Contractor shall coordinate on-site training events for the Operations department by scheduling dates, times, and ensuring the availability of correct equipment and material (e.g., laptops, conference room, notebooks, easels).
• The Contractor shall update the existing master list of action items provided by the Operations Officer for the weekly meetings and keep running tallies of action items from previous weeks.
• The Contractor shall archive meeting records by uploading to the AVTB records management system or other designated areas.
• The Contractor shall update the master PowerPoint slides, Portable Document Format (PDF), and Word templates and upload to SharePoint to maintain consistency across the organization.
• Update the four items listed below to reflect the information provided by AVTB civil service employees regarding the new project:
o Charter Template – used to reflect current details about the project. AVTB PO HQTSS PWS v02
o Integrated Project Schedule (IPS) – used to reflect a new project with the default
planning duration.
o AVTB Master PowerPoint Slides – used to maintain the list of potential projects,
project status, and pending test requests.
o Project Launch/Closeout Checklist – used to reflect the status of the tasks.
• After the above four items are completed, the Contractor shall notify the AVTB Operations Officer of the project launch.
• Ensure archiving project data is complete when reviewed and accepted by the project manager.
• Shall apply proper naming conventions as detailed in AVTB file naming convention instructions to all project documents, populate required metadata fields, and upload the documents to the AVTB records management system, per the instructions for updating information on the AVTB Project Center.
• Update the four items from number 5 above to reflect the information provided by AVTB civil service employees regarding the closed project.
• The Contractor shall upload the audio recordings of meetings, provided by AVTB civil service employees, to the AVTB audio repository to support configuration management and decision traceability.
• The Contractor shall organize and manage the Operations Department’s paper and electronic records. The Operations Department’s electronic records include files on the Operations Department network drives, SharePoint portal spaces, and Operations Department inputs to the Records Management Library.

Requirements In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine by date of hire.

• High School diploma required, Bachelor’s Degree (preferred)
• Seven (7) years experience supporting activities in administrative functions, office support, and office management.
• Experience in disseminating, implementing, and monitoring established DoD security/safety procedures required for office space operations.
• Good communication skills with a high degree of professionalism.
• Ability to manage sensitive information.
• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
• Ability to communicate effectively with all levels of employees and outside contacts
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
• Travel and Expense reporting procedures, desired.

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
