Description INFORMATION ASSURANCE / CYBERSECURITY SUBJECT MATTER EXPERT (USNO-18-0222-W):

Bowhead seeks an Information Assurance/Cybersecurity Subject Matter Expert to analyze program information technology systems requirements for our customer at the US Naval Observatory. The SME plans information technology systems which will provide system capabilities required for projected work-loads, and plans layout and installation of new system or modification of existing systems. The SME has appreciable latitude for un-reviewed actions or decisions, elevating unusual matters to management. Bowhead is looking to network with experienced professionals relative to this opportunity, which is contingent upon award and not currently funded. Performs analyses to validate established security processes and recommend additional security steps to ensure compliance with applicable DoD Information Assurance (IA) requirements and baseline IA controls. Conduct network security vulnerability assessments using DoD provided scanning tools and liaison with network administrators to correct identified problems Review Information Assurance Vulnerability Alerts (IAVA) for applicability and impact.

* The U.S. Naval Observatory performs an essential scientific role for the United States, the Navy, and the Department of Defense. Its mission includes determining the positions and motions of the Earth, Sun, Moon, planets, stars and other celestial objects; providing astronomical data; determining precise time; measuring the Earth's rotation; and maintaining the Master Clock for the United States.
Requirements • Bachelor’s Degree in Computer Science, Engineering, Information Security, Management Information Systems, or other related/equivalent field (6 year of additional working experience may substitute for degree requirements).

• Minimum of eight (8) years’ of experience in IT system security with at least five (5) years’ of experience focused in support of system security controls.

• CISSP or CASP certification required.

• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.

• Ability to communicate effectively with all levels of employees and outside contacts.

• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.


SECURITY CLEARANCE REQUIRED: Must currently hold an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
