Description OPERATIONAL CONTRACT SUPPORT PLANNER (USARCENT-19-1711-W):

Bowhead seeks an Operational Contract Support (OCS) Planner to join our team in support of the USARCENT mission. The OCS Planner will assist in planning, logistics estimates, concepts of support, and coordination with joint service component commands and subordinate headquarters. The OCS Planner must bring broad thought and experience to the position as it is required to understand the effects of long- range, near-term, and current operations into the build of theater posture. The OCS Planner will do work related to contingency plans using military support plans developed across the operational area and advise on solutions for base life support, transportation, engineering, and service-based contracts to mitigate the gap between military capability and that which is needed for full sustainment support.

Essential functions will include:

• Assisting, within the scope of assigned responsibilities, in the administration and tracking of contracts and/or contract requirements.
• Analyzing contractor performance and making recommendations for revisions as contracts and/or contract requirements proceed through the acquisition life cycle.
• Providing advice regarding contract strategies to best accomplish the project and/or requirements acquisition plan.
• Must possess detailed knowledge of all facets of sustainment and its integration to develop detailed concepts commensurate with presentation at the one level and higher.
• Tracking and resolving any major contract management issues.
• Reviewing all orders, policies, etc., for OCS interests.
• Assisting with maintaining ASCC (as regards to Contracting Policy) and OCS policy, operational guidance, SOPs, documents, and higher command OCS policies.
• Assisting requiring activity with the development, reviewing and revising of the contract performance work statements PWS and advising military superiors in analysis of theater requirements.
• Assisting in establishing and maintaining USARCENT Area of Responsibility (AOR) OCS Common Operating Picture which provides the USARCENT Commander and subordinate commanders a picture of how much money is spent on and/or requirements, the number of contracts supporting a various locations or countries, and the number of contractors supporting contracts by location or country.
• Liaising with USCENTCOM, subordinate units and government agencies to integrate contract requirements into an overall contractor concept of support for the USCENTCOM/ operational AOR.
• Participating in workgroups, boards, and committees to recommend contract efficiencies as it pertains to use in future operations.
• Participating in OCS Integration cells to align contract capabilities into a seamless support plan for current operations at operational locations to include remote operational locations.
• Traveling to emerging locations to determine the scope of work required and assisting in required activity with developing performance work statements for base life support, transportation, services, and essential services contracts as required.
• Participating in Requirement Review Boards and packet assembly by ensuring the accuracy and completeness of contract submissions and participate in pre-submission analysis to ensure contract submissions are not duplicative to existing contracts.
• Reviewing contractor personnel management policies and procedures to ensure compliance with U.S. Statutes and DOD policy and directives.
• Assisting with contract management of contracts awarded within USARCENT/operational AOR.
• Required in all operational phases - Shape, Deter, Seize the Initiative, Dominate, Stabilize and Enable Civil Authority as well as other USG departments and agencies and multinational partners.
• Providing recommendations to leadership in alternative acquisition strategies when contracted support shall be required to ensure that adequate resources are available to achieve operations goals.
• Ensuring relevant and current OCS events are included in Title 10 exercises and participate in exercise planning conferences, develop OCS Master Sequence Event Lists (MSELs), and maintains AOR specific OCS lessons learned.
• Attending conferences, workshops, and meetings required to integrate OCS programs and policies into COCOM or command plans and write or update Annex W in support of these plans.

Requirements • A Bachelor’s degree and recent experience (within 3 years of hire) in a one- star or higher-level command is required
• Must possess a minimum of three years of DOD acquisition experience (DAWIA Level 1 certification in Contracting with one year experience in a combat environment) or if a graduate of the Army 3C Operational Contract Support Course have 2 years logistics experience in deployment/combat in a support operations position.
• Must be proficient in Microsoft programs to including the ability to create charts in Power Point and Excel
• Intermediate to advanced level skills in Microsoft Office Professional Suite - Word, Excel, Outlook, PowerPoint and Publisher
• Ability to communicate effectively with all levels of employees and outside contacts
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
