Description LOGISTICIAN (JS-18-2037-F):

Bowhead seeks multiple Logisticians that will provide support to the Government’s Accountable Property Officer (APO) for designated areas of Government Property (GP) and Government Furnished Property (GFP). Utilizing the government’s Defense Property Accountability System (DPAS), the Logistician will manage and execute the full lifecycle of transactions including, but not limited to receipt, issue, transfer, loan, inventory, movement, fielding, destruction, audit, loss investigation and disposition. As a subject matter expert, the Logistician provides services and guidance to ensure 100% compliance to statute, regulation, and company policy.

As part of our growing Team in Huntsville, Alabama, the Logistician will:

• Establish property accountability and management requirements for acquisition related activities (statement of work, performance work statement, Federal Acquisition Regulation (FAR)/Defense FAR Supplement (DFARS) required clauses, and Contract Data Requirements Lists.

• Ensure appropriate source and supporting documentation is obtained, used, authorized or signed by the appropriate stakeholder, and attached to the asset’s record in DPAS when executing lifecycle transactions.

• Schedule, conduct, reconcile and document physical inventories.

• Initiate investigations of property loss, for review and processing, on discovery of lost, damaged, destroyed, or stolen property.

• Establish and maintain audit readiness and support for financial statement assertions (i.e., existence, completeness, valuation, presentation and disclosure, and rights and obligations).

• Support and participate in audit related activities such as entrance and exit conferences, site visits, and internal controls testing.

• Review and assess audit reports, notifications of findings and recommendations, and internal control testing results.

• Develop and maintain metrics and corrective action plans ensuring deficiencies are corrected and managed through resolution.

• Review contracts, support agreements and physical inventory reports to identify GP that is in the possession of a third-party and establish a baseline for legacy GFP asset records in DPAS. DPAS certification is required.

• Develop, revise, and maintain products and reports, metrics, schedules, corrective actions plans, standard operating procedures, policies, memorandums, presentations, or special studies, as required.

• Support and participate in meetings, program reviews, working groups, integrated product teams (IPT), or other ad hoc meetings, as required.
Requirements • Education/formal training equivalent to the completion of a Bachelor’s degree in Business Administration, or management related field and five (5) or more year’s progressive experience in Government property administration. Equivalent professional experience may be substituted in lieu of education.

• Requires in depth understanding of Government property administration principles, theories and concepts as well as a strong understanding of property administration practices, techniques, and standards specific to Defense Contract Management Agency (DCMA) requirements.

• DPAS certification is required.

• Requires proficiency in Microsoft Office software such as Outlook, Excel, PowerPoint, Access, and Publisher.

• Must have the ability to exercise independent judgment in solving a variety of complex tasks and issues.

• Must have strong organizational, verbal and written communication skills to accurately document, report and present findings.

• Good interpersonal skills to effectively interface with all levels of the organization including management and Government representatives.

• Strong computer/database skills to maintain the property management system(s).

• The ability to work independently or lead in a team environment is essential, as is the ability to work extended hours and travel as required.

SECURITY CLEARANCE REQUIRED: Must currently hold an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
