Description Bowhead seeks an All Hazard Planner to support its customer in Arlington, VA. The successful candidate will have knowledge of requirements outlined in the Secretary of Defense (SecDef’s) Integrated Planning Directive, Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3130.01A, DODO 5105.77 National Guard Bureau, DoDD 5105.83 JFHQ-State Enclosure 4 Responsibilities 8 CNGB and SecDef Action Memo Complex Catastrophes.

• Candidate will continuously monitor the development and ongoing status of 54 Joint Force HQ “All Hazard Plans” including review of draft for consideration plans, proposed multi-state plans, and draft campaign support plans.
• Must be able to review compile findings from all the JFHQ-State All Hazard plans, National Emergency Manager Consortium’s findings and integrate with FEMA National and Regional Planners as well as NORTHCOM planners. Findings must be developed and reported with actionable recommendations and or corrections offered.
• Candidate will work with state planners to ensure coordination and compliance with applicable regulations and directives and assist with identifying any deficiencies in state plans and offering corrective actions to ensure state plans meet national standards. Assist with preparing In Progress Review briefings.
• Candidate will draft base plan and conduct bi-annual review and updates as required.
• Candidate shall review Combatant Command Theater Security Plans and provide recommendations to the NG-J55 as to NG equities and how to incorporate them into Campaign Support Plans.

Candidate will also support to states within their assigned region in identifying capability requirements for deliberate plans and contingencies during DOMOPS. Assist with the development of Mission Ready Packages (MRPs) of state NG capabilities to support pre-incident planning. They will also promote interoperability and increase compliance with NIMS/EMAC.5.13 National Guard Coordination Center activation. Support activation of the National Guard Coordination Center (NGCC) for exercises or real world emergencies, the contractor shall remain in communication with the NG-J55 to ensure there is adequate coverage at the NGCC.

Additional duties when required are:

• Will provide Customer Services to stakeholders via emails, phone calls, and meetings.
• Help prepare and submit Monthly Progress Report (MPR) as well as the Year-End Roll-up Report. Ensure all work products adhere to a high standard of accuracy, clarity, and professional appearance.
• Attend and participate in Weekly Branch Chiefs Meetings at the Client Site or via teleconference for each Directorate’s Division to maintain situational awareness within the organization. Provide Meeting Minutes for ALL stated meeting, working groups, conferences, and briefings.
• Reserve conference rooms and coordinate applicable audio and video support dependent on the agenda of the meeting/ workshop/conference/training event. Use the conference room scheduler for all meetings.
• Develop and provide Decision Recommendation Briefing Slides to decision makers. These slides can include (1) Cover Page; (2) Summary; (3) Analysis impact to the Government; (4) Potential Course of Action (COA); (5) Risks; and (6) “Pro versus Cons” side by side comparisons.
• Develop and provide Draft Emergency Executive Summaries. Draft Emergency Executive Summaries address emergency events ((e.g., natural disasters, significant political events (e.g. BREXIT, assassinations, elections, and coups), significant military movements, or terrorism events)).
• When authorized travel is required will provide a Travel Authorization Request (one page) for all Government-Approved Contractor travel.
• When at customer site, they will respond to the Monthly Alert Notification Test.
• Conducts studies, prepares reports, and advises on feasibility, cost effectiveness, and regulatory conformance of long- and short-range strategic plans, proposals, special projects, or ongoing programs.
• Must be able to accurately complete the NGB Trip Reports for all travel in support of this client.

Requirements • Bachelor’s degree (preferred) and eight to ten (8-10) years of relevant experience or an equivalent combination of education, experience and certifications
• Experience with and ability to use the Task Management Tool (TMT utilized by the client. The TMT is multifaceted workflow management program tool providing a framework, per CNG BM 5051.01, CNGB 5000.01, CNGB Instruction 5050.01, and CNGBM 5052.01, for creating, tracking, answering, and managing a wide range of taskers. The candidate will not act upon any tasks in the TMT unless the COR determines, via email, a task is within scope of this PWS
• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
• Ability to communicate effectively with all levels of employees and outside contacts
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIRED. Must currently hold and be able to maintain a security clearance at the Top Secret level. US Citizenship is a requirement for Top Secret clearance at this location. Must be able to accurately complete the NGB Trip Reports for all travel in support of this client.
