Description Bowhead seeks a Strategic Program Analyst SME to support its customer in Alexandria, VA. The successful candidate will have experience as a Senior Program Analyst. as well as proficiency in working in a Future Operations Division.
The Senior Program Analyst will take written guidance on what public affairs information requirements should be included in the NGB strategic communications or any other congressional reports required from NGB or NGB J5.

They will collect compile all comments from the NG-J5 divisions, the NGB Staff, the States or any other entities required, using a comment resolution matrix (CRM) to recommend adjudication measures for any discrepancies, or an appropriately designed survey or reporting format.
They will review policy statements and speeches made by Government officials verbally or through strategic plans and publications and provide a weekly analysis that outlines the impact of these activities on the National Guard’s interests pertaining to Joint Strategic Planning System (JSPS) documents. Key documents include National Security Strategy, National Defense Strategy, National Military Strategy, Unified Command Plan, and Guidance for the Employment of the Force, Comprehensive Joint Assessment, Comprehensive Risk Assessment, and Joint Strategic Capabilities Plan.

They will also conduct background research, to include reviewing previous years’ documents as listed in above and NGB’s inputs into those documents and develop comparisons between previous and current years’ guidance/policies. Any changes in these documents will be submitted for review in an information paper analyzing differences and potential impacts to the NG J-55 biannually.

The Candidate will track and review strategic documents produced by the DoD and other relevant government entities, to include:

• National Security Strategy,
• National Homeland Security Strategy,
• Unified Command Plan,
• National Defense Strategy,
• National Military Strategy,
• Contingency Planning Guidance,
• Guidance for Employment of the Force,
• Joint Strategic Capabilities Plan,
• Joint Strategy Review,
• Defense Strategic Guidance,
• Defense Planning and Programming Guidance,
• Quadrennial Defense Review,
• Chairman’s Strategic Guidance to the Joint Force and DoD Strategy for Homeland Defense and Civil Support and the Joint Operating Concept series.

Any changes in these documents will be submitted for review in an information paper analyzing differences and potential impacts to the NG J-55 quarterly, or as needed based on changes to these documents.

They will attend policy and think tank events in the National Capital Region (NCR) such as presentations at the Association of the Unites States Army (AUSA), National Guard Association of the United States (NGAUS), Center for Strategic and International Studies, National Defense University, and the Pentagon Leadership Series, in order to remain up to date on current events, trends, and strategic direction. They will then provide an executive summary outlining all information and trends that impact the National Guard.

Additional duties when required are:

• Will provide Customer Services to stakeholders via emails, phone calls, and meetings.
• Help prepare and submit Monthly Progress Report (MPR) as well as the Year-End Roll-up Report. Ensure all work products adhere to a high standard of accuracy, clarity, and professional appearance.
• Develop and provide Decision Recommendation Briefing Slides to decision makers. These slides can include (1) Cover Page; (2) Summary; (3) Analysis impact to the Government; (4) Potential Course of Action (COA); (5) Risks; and (6) “Pro versus Cons” side by side comparisons.
• Develop and provide Draft Emergency Executive Summaries. Draft Emergency Executive Summaries address emergency events ((e.g., natural disasters, significant political events (e.g. BREXIT, assassinations, elections, and coups), significant military movements, or terrorism events)).
• When at customer site, they will respond to the Monthly Alert Notification Test.
• Conducts studies, prepares reports, and advises on feasibility, cost effectiveness, and regulatory conformance of long- and short-range strategic plans, proposals, special projects, or ongoing programs.

Requirements • Eight to ten (8 – 10) years’ experience as a Strategic Planner, Bachelor’s Degree or higher.
• The candidate will be familiar with and able to utilize the NGB Task Management Tool (TMT).
• Must be able to accurately complete the NGB Trip Reports for all travel in support of this client.
• Previous experience with TOP SECRET Work in support of the contract is required.
• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
• Ability to communicate effectively with all levels of employees and outside contacts
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIRED: Must hold and maintain a DoD Top Secret security clearance from the Defense Industry Security Clearance Office.
