Bowhead Program Analyst Journeyman to provide acquisition and operations support to the Medium UAS Integrated Product Team (IPT) within PMA-263 Small Tactical Unmanned Aircraft Systems (UAS) Program Office.

The Program Analyst Journeyman:

• Responsible for providing acquisition expertise for the procurement of all hardware,
software and services.

• Providing timely preparation/coordination of procurement packages/requests to include
Statements of Work (SOW), Contract Data Requirements Lists (CDRLs), Acquisition Plans
(AP's), Justifications and Approvals (J&As), Government Furnished Property (GFP) lists,
DD254's, and other data support plans.

• Coordinating the review of planning documents to assure integration of applicable policies,
procedures, and acquisition strategies for assigned programs.

• Applies government-instituted processes for documentation, change control management
and data management.

• Assist in developing Procurement Initiation Documents (PIDs) and entering into Program
Management Tool (PMT).

• Assist in coordination, entry, and updates to Spend Plan Identification (SPID) information
for IPT Leads into the Common Spend Plan Tool (CSPT)

• Support program procurements by providing acquisition support services through the
collection of technical progress reports, cost, schedule, alternative and work around
procedures provided by the prime contractors.

• Schedules, coordinates and facilitates Bi-weekly Integrated Product Team (IPT) meetings.

• Updates and post information on the Integrated Product Team (IPT) SharePoint site.

• Assist Integrated Product Team (IPT) lead in developing and updating program PowerPoint
slides.

• Performs management, technical, or business case analyses.

• Collects, completes, organizes and interprets data relating to aircraft/weapon/project
acquisition and product programs.

• Tracks program/project status and schedules.
Requirements In accordance with Executive Order 14042: Ensuring Adequate COVID Safety Protocols for Federal Contractors, candidates should be aware that they may be required to have received or be willing to receive the COVID-19 vaccine.

• BS/BA* with 3 to 9 years relevant experience with knowledge or experience with NAVAIR.
* Allowable substitution is an additional 6 years of relevant experience in the place of BS/BA.

• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint

• Knowledge of SharePoint and Microsoft TEAMS preferred.

• Knowledge of Program Management Tool (PMT) and Common Spend Plan Tool (CSPT) preferred

• Ability to communicate effectively with all in the workforce essential.

• Must be detailed oriented and organized and a quick learner.

SECURITY CLEARANCE REQUIREMENTS: Must have an active security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
