Description Senior System Acquisition Specialist (ARAT-18-0677-F)

Bowhead is seeking a Senior System Acquisition Specialist to support U.S. Army Reprogramming Analysis Team (ARAT) Support Cell Activity in the Atlanta, GA area. The Senior System Acquisition Specialist must be an accomplished problem solver with strong analytical skills who is creative, resourceful and able to work both independently and as part of a team in support of on-going projects. The Senior System Acquisition Specialist will act as the central POC in programmatic and operational coordination of ARAT’s early involvement in software design, development and field testing, post production software sustainment, and development of implementation plans between supported customers, other activities of ARAT, and the ARAT Program Office.

DUTIES AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
• Support contract management and USG interactions across a multi-functional organization
• Interface with the government lead, customers, supervisors, managers, leadership (up to Executive level) to ensure projects are progressing according to schedule and budget
• Provide recommendations for work functions and tasking activities
• Responsible for successful coordination of USG and support contract staff CONUS and OCONUS events
• Maintain project and program schedules and calendars
• Compile task and action item tracking, status reports, coordinating schedules, managing and facilitating project meetings, and identifying/resolving problems
• Coordinate project activities and ensure all project phases are documented and executed appropriately
• Prepare cost projections, spend plans, and forecasts (monthly, quarterly and annually)
• Monitor execution of funded programs falling under the oversight of ARAT
• Support required program budget activity meetings
• Monitor program budgets and program expenses to determine if allocated funds have been spent as specified; ensure that program expenses are charged correctly and, if not, audit and provide reasons for discrepancies.
• Develop project correspondence, courses of action, and deliverables
• Prepare briefs and presentations in support of executive reviews and course of actions decisions.
Requirements REQUIRED QUALIFICATIONS:
• Bachelor's Degree Business with 9 years’ experience (four additional years of applicable experience may be substituted for the degree)
• Broad knowledge of the various functions performed by and for the organization
• Familiarity with acquisition strategy, policy and regulations
• Army Acquisition Corps Level 2 certification in logistics, program management or information technology is highly desired OR recognized industry equivalent professional certification.

REQUIRED SKILLS:
• Ability to plan and coordinate the activities of administrative, program, and technical personnel
• Capable of providing direction for operations and ensuring compliance with all management policies, plans, and procedures
• Capable and willing to provide recommendations for resolution of technical problems and process improvements
• Excellent verbal and written communication skills
• Demonstrated ability to work independently and as a member of a cross-disciplinary team
• Proficient in Microsoft Project, Excel, Power Point, Word, and SharePoint
• Familiarity with government contractual procedures and funding appropriations
• Working knowledge of uploading, storing, and organizing documents along with understanding permissions using SharePoint
• Ability to plan, analyze, and review programs associated with mission and customer funded efforts
• Must be able to interface with others at all levels of leadership
• Attention to detail
• Highly organized
• Resourceful – motivated and able to seek out the right resources and points of contact to perform job functions.

DESIRED SKILLS:
• Understanding of post-production software sustainment (PPSS) methodologies and concepts
• 5-10 years’ experience and knowledge of army staff actions and functions
• Understanding of DoD acquisition policies
• Experience in acquisition programs for Department of Defense aviation platform, weapon, network and/or sensor programs
• Experience working in a Program Management Office or Program Executive Office (PEO).


SECURITY CLEARANCE REQUIRED: Must have an active and be able to maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
