Description Bowhead seeks a Strategic Plans Officer SME to support its customer in Alexandria, VA. The successful candidate will have experience as a Senior Operations Planner as well as proficiency in working in a Future Operations Division.

• Will conduct a yearly planning workshop and up to four Joint Planner’s Courses for the 54 States and Territories for any new J5 State planners or anyone requiring retraining of J5 planning activities.
• Will compile read-ahead packets that include the agenda, all of the training briefings, and draft plans that are in development to each of the state J5’s attending the conference within five business days prior to the conference.
• Will update, as needed the materials required for the course, and provide instruction at the workshop and Joint Planner’s Course.
• Will provide an after action report capturing training accomplished and any questions students raised. The report will include a compilation of student course surveys and proposed recommendations to improve future workshops provided within 10 days of training completion.
• Will participate in real time working groups that support the NG Joint Staff, Army National Guard (ARNG), Air National Guard (ANG), Chief’s Action Group, and other respective Joint Staff codes. These include Southwest Border Working (SWB) Group, Joint Exercise Working Group, Homeland Response Force (HRF) Working Group, Complex Catastrophe Working Group, J5 Functional Advisory Council (FAC) Working Group, and the Continuity of Operations Working Group (COOP) that meet monthly.
• Additionally, they will draft invitations, identify, collect attendee names, comprise meeting agendas and timelines for each working group meeting.
• The candidate will attend meetings and observe, take notes during meetings, annotate and track issues, concerns, requests for information, tasks, and responsibilities. They will be responsible for providing meeting minutes in the form of an executive summary outlining topics of discussion and ongoing after action activities.

They will support the National Guard Strategic Planning System (NGSPS) by providing research, analysis, and recommendations in the continuous development of the NGSPS. Specifically, they will conduct background research and data analysis in support of J55:

• About NG-J55 equities in the Chief of the National Guard Bureau’s (CNGB’s) Letter to the National Guard.
• CNGB Strategic Estimate, National Guard Strategy,
• National Guard Global Campaign Support Plans,
• Support to Strategic Analyses,
• Global Campaign Plan for the non-Federalized National Guard,
• CNGB’s 100 Days Letter,
• National Guard Strategic Guidance,
• NGB Assessment Group’s Plan and Joint Combat Capability Assessment
• Will conduct continuous background and comparative research on National Guard legal authorities and practices of the Services and Combatant Commands that could potentially affect the National Guard policy, strategy and planning.
• Will generate a monthly information paper that can effectively and strategically communicate and educate the NG-J5 leadership about the National Guard’s participation, operations, missions and core values.

Additional duties when required are:

• Will provide Customer Services and Support to stakeholders via emails, phone calls, and meetings.
• Help prepare and submit Monthly Progress Report (MPR) as well as the Year-End Roll-up Report. Ensure all work products adhere to a high standard of accuracy, clarity, and professional appearance.
• Attend and participate in Weekly Branch Chief Meetings at the Client Site or via teleconference for each Directorate’s Division to maintain situational awareness within the organization. Provide Meeting Minutes for ALL stated meeting, working groups, conferences, and briefings. Reserve conference rooms and coordinate applicable audio and video support dependent on the agenda of the meeting/ workshop/conference/training event. Use the conference room scheduler for all meetings.
• Develop and provide Decision Recommendation Briefing Slides to decision makers. These slides can include (1) Cover Page; (2) Summary; (3) Analyses and impact studies to the Government; (4) Potential Course of Action (COA); (5) Risks; and (6) “Pro versus Cons” side by side comparisons.
• Develop and provide Draft Emergency Executive Summaries. Draft Emergency Executive Summaries address emergency events (e.g., natural disasters, significant political events, significant military movements, or terrorism events).
• When at customer site, they will respond to the Monthly Alert Notification Test and conduct periodic recall exercises.
• Conducts complex studies, prepares reports, and advises on feasibility, cost effectiveness, and regulatory conformance of long- and short-range strategic plans, proposals, special projects, or ongoing programs. Develops, recommends improvements for policy and procedures. May provide work leadership for lower level employees.
Requirements • Must have eight to ten (8 to 10) years’ experience as a Strategic Planner
• Bachelor’s Degree or higher in a related field
• The candidate will be familiar with and able to utilize the NGB Task Management Tool (TMT)
• Must be able to accurately complete the NGB Trip Reports for all travel in support of this client
• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
• Ability to communicate effectively with all levels of employees and outside contacts
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIRED. Must currently hold and be able to maintain a security clearance at the Top Secret level from the Defense Industry Security Clearance Office. US Citizenship is a requirement for Top Secret clearance at this location.
