Description Personnel Security Specialist (DOJSS-21-0684-W):

Bowhead is seeking a Personnel Security Specialist to support the DOJ Security Services Support contract in Washington, DC. The Personnel Security Specialist will be responsible for detailed financial and administrative responsibilities including facilities, logistics, HR related matters, and day to day activities such as budgeting, reporting, estimating, analysis, etc. for moderate to relatively large/complex programs. Participates in budget preparation. May serve as the front line contact to the customer for the Program Manager. Interprets and implements cost proposal estimating, pricing and documentation requirements. May provide work leadership to Program/Project Assistants.

Other duties to include:
• Ensure sensitive investigative data is handled and controlled in a secure fashion to protect the interests of DOJ, EOIR, as well as safeguarding the rights of the individual.
• Serve as a sponsor for the USAccess database. Ensure all new EOIR employees and/ or contractors are sponsored for the HSPD-12 PIV card. As necessary, resolve issues with employee’s HSPD-12 PIV card to include name changes, requesting replacement cards, etc.
• Perform a variety of analytical projects involved with improving the efficiency and effectiveness of the agency's personnel security program.
• Studies and projects frequently address especially difficult and complex areas requiring careful development of alternatives.
• Monitors systems (both automated and manual), to ensure the timely and accurate processing of security documents.

Requirements • Bachelor’s degree in related field of study preferred.
• Three or more years of experience are required in the following duties for the position:
• Review and evaluate the content of detailed background investigations
• Identify derogatory elements of information in accordance with current standards
• Formulate administrative or adjudicative actions as necessary.
• Must demonstrate experience and knowledge using the Federal Adjudicative Guidelines and Suitability Adjudication Guidelines to evaluate controversial information to determine the suitability, fitness and/or national security risk that each candidate/selectee may pose to the efficiency of government service, national security, and the mission of the EOIR and the Department of Justice (DOJ).
• Superior writing skills with attention to detail regarding grammar, spelling, and punctuation.
• Experience working in DCSA’s NP2 portal accessing CVS/PIPS to review investigation information for reciprocity approvals.
• Ability to adjust to changing priorities and deadlines.
• Experienced working with geographically separated teams.

SECURITY CLEARANCE REQUIRED: Must be able to obtain a Top Secret clearance. Possessing an active Top Secret clearance is preferred. US Citizenship is a requirement for a Top Secret clearance at this location.
