Description Senior Engineer (EPASS-20-1221-F):

Bowheads seeks a Senior Engineer to support the EPASS contract in Patuxent River, MD. The Senior Engineer shall provide expert guidance and recommendations to the system PMs, PEO, and MDA. This includes the ability to apply and translate operational and user requirements into system and technical requirements for ISR and SOF platforms and sensors. The Candidate shall be able to synchronize the integration of cybersecurity requirements into program schedules and milestones through various acquisition program integrated process teams.

Other Duties to include:
• Translate and provide sound SCRM requirements to ensure sound security engineering and procurement solutions are incorporated into an integrated program protection scheme based upon known or anticipated risks.
• Articulate the impacts of cybersecurity requirements in terms of limitations and impacts to the end user of the system and maintenance (i.e., an operational perspective).
• Provide expert level evaluation of designs and proposed implementation solutions to defend weapon systems and critical networks against malicious and non-malicious exploitation throughout the full acquisition lifecycle of portfolio programs. Additionally, the Candidate shall evaluate threat data and develop residual risk recommendations and mitigations to Senior DoD and AF leadership based on identification and analysis of weapons vulnerabilities.
• Provide expert guidance and recommendations to the director of engineering and assist and provide the Government cybersecurity engineering program execution functions to include the development, test and modification assessments of directorate programs’ air vehicle, ground segment, payloads, associated support equipment and the architecture by which they are connected. As required, the Senior Engineer shall assist, review and provide recommendations for AFIs and other policy documents.
• Develop or design system architectures, interface specifications and interface test plans to support compliant, rapid acquisition of ISR systems, such as sensors, ground control systems and platforms. The Candidate shall review and analyze interoperability requirements and shall review, develop and evaluate resultant specifications and internal and external interface control documents. The Candidate shall support regular information exchanges between stakeholders and external users in the system architectures to resolve cybersecurity issues.
Requirements • Working knowledge of the DoD A&A policies, processes and tools with preference for the NAVAIR implementation since CV-22 is part of the Navy-led, joint V-22 program managed by NAVAIR.
• Demonstrated experience related to acquisition platform and sensor cybersecurity along with an expert understanding of RMF information assurance planning, developing SoS, systems engineering, network engineering and technical interface design to ensure weapon systems meet accreditation requirements from the assigned AO.
• The Candidate shall have DoD Directive 8570 Information Assurance Management Level 3 (IAM III) on the task order start date; this certification must be maintained throughout the period of performance. Foreign government information, North Atlantic Treaty Organization (NATO) information, SAR programs and information, Special Access Program (SAP), communication security material, restricted data, critical nuclear weapons design information, formerly restricted data, JWICS and SIPRNet access is required to perform A&A engineering support tasks. The A&A engineering support Candidates shall be required to have access to classified material.

• Advanced Degree (Master of Arts (MA) / Master of Science (MS)) and 12 years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD
• OR, BA/BS degree and 15 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
• OR, 20 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, eight of which must be in the DoD.



SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
