Description BUSINESS FINANCIAL ANALYST(SIOP-22-0680-W):

Bowhead seeks a Business Financial Analysts to join our team in providing program management support in a broad range of services to the Shipyard Infrastructure Optimization Program (SIOP) and assisting our US Navy clients in the execution of the SIOP mission. SIOP is chartered with modernizing the infrastructure at four public shipyards in Pearl Harbor HI, Puget Sound WA, Kittery ME, and Portsmouth VA.
The Business Financial Analyst manages the daily financial activities and functions for an organization including accounting, budget, credit, insurance, tax, and treasury. Ensures all financial operations are in compliance with governmental rules and regulations. Forecasts and manages a cash flow that meets the needs of the company. Provides guidance to managers in financial reporting objectives and standards to ensure accurate, compliant and useful financial reporting is produced. Oversees the budget process and works with managers to produce and manage effective budgets. Acts as an advisor to management on regulations and other matters that may impact the financial activities of the company, engaging with outside consultants if applicable.

Job duties include but are not limited to:

• Prepare financial analysis in support of major program initiatives, including the development of cost estimates and execution plans in coordination with annual budget cycles;
• Develop monthly financial briefs detailing the planning and execution status of SIOP projects by shipyard;
• Respond to CNIC comptroller and NAVFAC financial management personnel in support of financial data calls;
• For each budget cycle (3 times per year), identify all SIOP funding lines and display in a Financial Summary document by appropriation, organization and by Program Office code;
• Prepare a booklet summarizing program funding, providing laminated copies for the program’s leadership team;
• Conduct detailed reviews to ensure accurate funding by appropriation is being reported. Ensure all financial aspects of the SIOP budget are understood and are accurate before submitting to the Government for final review and signature.
• Support monthly Financial Management Director meetings;
• Support the CFO as the liaison between PMO 555 SIOP program offices and the NEPS project office; and
• Support development of POM briefs and financial exhibits to support key SIOP program documents e.g., annual five-year plan report to Congress, Congressional Professional Staffer briefs, etc.
• Perform other duties as assigned.
Requirements The place of performance will be on site at government facilities at the Washington Navy Yard (1 position) and remote location (1 position).

• Requires Bachelor's Degree

• 3 plus years (3+) professional experience in US Navy or DOD budgeting, formulation, and execution.

• Must be able to multi-task, manage priorities and work independently with little direction

• Ability to communicate effectively with all levels of employees and outside contacts.

• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

CLEARANCE REQUIREMENTS: There are currently no Security Clearance requirements for this position; however, candidates must be able to successfully pass a background check. Due to the location of this work, US Citizenship is required. Bowhead reserves the right to change this requirement if necessitated by business needs or contractual obligations.
