Nelson\Nygaard Consulting Associates is seeking a highly organized, independent, and motivated member of our mid-level (Associate III or Associate IV) planning staff for our Portland office to support the firm’s nationally recognized multimodal practice. We are seeking an individual with two to six years of experience and a strong interest in transit planning as well as some background in developing sustainable strategies to improve community accessibility and mobility.

In this position, the successful candidate will be expected to act as a deputy project manager for large projects or as project manager for smaller projects.  The candidate will help mentor and train junior staff. Associate IV candidates will be required to assist in business development. Your projects may be located anywhere throughout the United States, and thus a willingness and desire to travel is essential. You will work closely with Nelson\Nygaard’s senior and junior staff in the Portland office, and also with staff in our other offices throughout the country.


The ideal candidate should have a strong core focus in one of the following areas:  transit planning, parking/Transportation Demand Management, or active transportation, within a broader background in sustainable transportation planning.  The candidate should be able to demonstrate excellent written and verbal skills; the ability to manage projects within budget; work successfully with clients, members of the public and your team members; prepare reports and successful proposals; perform technical analysis and feasibility studies; make presentations; and solve problems.

Candidates should be able to demonstrate expertise in at least five (5) of the following areas: 

Transit Planning

  • Short and long range transit planning
  • Transit feasibility
  • Alternatives Analysis
  • Comprehensive Operational Analyses (COAs)
  • Transit/shuttle planning and operations
  • Bus rapid transit/rapid bus planning
  • Light rail and/or streetcar planning
  • Campus transit planning
  • Paratransit / On-Demand services
  • Transit funding and finance
  • Station design / Station area planning


Parking / Transportation Demand Management

  • Facility TDM plans
  • Multimodal trip generation
  • Transportation impact studies
  • Parking analysis and management
  • Downtown parking studies
  • Curb management plans
  • Freight management


Active Transportation

  • Complete streets
  • Pedestrian master plans
  • Bicycle master plans
  • Non-Motorized safety
  • Safe Routes to School


Multimodal Transportation

  • Transportation master plans
  • Multimodal circulation studies
  • Corridor plans
  • Specific area plans


Candidates must also meet the following requirements to be considered for this position:

  1. At least 2-6 years of increasingly responsible experience in planning.
  2. At least a bachelor’s degree in city/urban planning, transportation engineering or related planning field, or equivalent experience. A master’s degree in one of these fields is highly preferred.
  3. Public outreach and engagement experience
  4. Ability to collect and analyze data sets, and oversee data collection efforts. Strong Excel and database knowledge.
  5. Advanced proficiency with Microsoft Word and PowerPoint.
  6. Intermediate to strong experience with GIS analysis and cartography to both conduct or oversee GIS components of projects.
  7. Intermediate to strong experience with Adobe (InDesign, Illustrator, Photoshop) to both conduct or oversee graphic creation and design.

Experience in AutoCAD or modeling (Synchro, VISSIM) a plus. Spanish speaking and writing abilities a plus.
